Purpose of request section

Can someone explain to me what the purpose of the request section is? For example, can I place a request for a specific Joomla extension here?
 
I think so, but always ask for rather popular forms or you will hardly have answers.
Also, if I can afford, Joomla in my opinion is rather outdated.. You should evaluate other CMS based on the purpose of your website
